Members
Council members are elected for 3-year terms in November and are sworn in during a special meeting the second week of January.
Donna Cook, Mayor
Donna Cook was re-elected as Mayor to a three-year term in the November 2023 election. She is a lifelong Louisburg resident and currently has a food consulting business- Rabbit Creek Tasteful Gourmet in Louisburg. She owned Rabbit Creek Products, a wholesale dry mix manufacturing company in Louisburg for 35 years before she sold it. Donna received her Associate Degree in Business Administration and System Analysis from Johnson County Community College. Donna is a Master Gardener who loves working outdoors. She also enjoys woodworking; plus, welding and creates various metal/wooden yard art that she displays in her yard. Ms. Cook also volunteers her time for the many organizations she belongs to both locally and nationally (Les Dames de Escoffier & American Legion Auxiliary 250 to name a couple). She enjoys spending time with her family and friends. The seat will be up for election in November 2027.
Scott Margrave, Ward 1
Councilmember Scott Margrave was appointed to fill the vacated Ward 1 seat at a March 2021 council meeting. He was elected to a three-year term in the November 2022 election and reelected in 2025. He was born and raised in KCK the youngest of five children. He is a field service engineer for a major corporation He and his wife Cindy moved to Louisburg shortly after they married 24 years ago and they have one son Julian. Mr. Margrave is active in his local church. His hobbies include watching Julian play basketball and fishing. He is the council liaison to the Fox Hall/Cemetery Board and Convention & Tourism Committee. The seat will be up for election in November 2028.
Tiffany Ellison, Ward 2
Tiffany Ellison was appointed to fill the Ward 2 council seat in February 2022 when it was vacated when former councilmember Donna Cook became mayor. Ellison was elected to a three-year term in the November 2022 election. Tiffany and her husband Travis, along with their four children, enjoy living in Louisburg. She and her family enjoy outdoor adventures, cross-country road trips, and playing cards with family and friends. Tiffany holds a B.S. in Health and Human Performance, and more than 20 years of experience in health education, coaching, and behavioral health services. She brings experience as a business owner, educator, and mother to her role as councilwoman. Tiffany also has experience leading parent education classes and volunteering at the Louisburg Library, and has served as an LRC Board member. She is glad to have been chosen to serve this community as a city council representative. Councilmember Ellison is the liaison to the Park & Tree Board. The seat will be up for election in November 2028.
Ryan Graves, Ward 3
Ryan Graves was elected to represent Ward 3 in the Nov. 2024 election. Ryan, his wife Sara, and their son love living in Louisburg. Together they enjoy many outdoor activities, spending time with family and watching their favorite sports teams. Ryan is a practicing attorney and holds and J.D. from UMKC School of Law, and an M.B.A. and B.A. from Avila University. Prior to practicing law Ryan worked in both small business and non-profit settings. He is the liaison to the Historic Preservation Committee. The seat will be up for election in Nov. 2027.
Kalee Stone, Ward 4
Councilwoman Kalee Stone is a lifelong resident of Louisburg. She and her husband Colt have two sons, Sawyer and Waylon. Kalee holds a Master of Arts in Curriculum and Instruction and teaches at Broadmoor Elementary School. She enjoys spending time with her family and friends and being involved in the community. She is the council liaison to the Louisburg Recreation Commission. Ms. Stone was elected to the Ward 4 seat in the 2023 election. The seat will be up for election in November 2026.
Steve Town, At-Large
Councilman Steve Town was re-elected in November 2023. He serves as the Council liaison to Planning Commission, Board of Zoning Appeals and the Marais Des Cygnes Public Utility Authority. Mr. Town is an active volunteer within the local Fire Department and school. He is a retired engineering technician. The seat will be up for election in November 2026.
Meetings
Citizens are encouraged to attend and may publicly address the council during the meeting.

If you have an item to discuss with the Council and would like to be added to the agenda as a scheduled visitor, please contact City Hall the week prior to the meeting. Patrons may also speak about non-agenda items during the Public Comments section of the agenda.
